I think its more of a money issue. Developers were laid off and we are seeing a direct result of that, which is why we haven't had any new content. Looking back at past issues with other games Gree has bought, this is very similar.(Specifically meaning that they focus on cutting costs on development so that they can increase their profits)
I don't even want to imagine how long it will take to get a new color or the next rarity(after O7) on the oldest servers. Will we ever meet umlaut(spelling)?

I can definitely understand how this is an issue because I can remember having the opposite issue when double elite drops were more common and I would start a normal drop, only to find it paused by an unannounced elite double drop event. I only need 3 more stars to have all of the heroes complete, dungeon man, vile bile, and weredragon.
I have 13 elite double drop items and 11 normal drop items. I personally never will need another elite double drop event, i can imagine many others on s1/2 are in my position as well.Although this doesn't mean others don't though. Especially on the newest servers. As long as they are announced 24hrs(minimum 12hrs) before hand and don't coincide with a contest that would rather have a normal drop then i think we should have a elite double drop every now and again.
I personally wish they would reintroduce the double drop items into the bazaar, for maybe say 4-5k? And then they could reduce the amount of double normal drops they are running, while still running 1 a week. The removal of them from the bazaar shop feels like it makes little sense now that we are getting these double normal drop events so frequently.
I haven't been spending my stamina, minus the contest where spirit wolf skin was in top 1%. I went for that and actually farmed some items and promoted some heroes for the first time in a month+. So right now these normal double drop events don't really even matter, beyond if say I want a random item to promote a random hero.
