Have to agree with Wilde. Adding an overpowered legendary to a weakass hero isn't balancing. Balancing is swapping a meaningless ability for a better one, changing ability's scaling, etc.
Most old heroes are obsolete just because of the lack of balancing.
Take this simple example: Electroyeti and Wee Witch. Their whites are identical. Yeti's blue is nearly identical to Wee's green. Yeti's purple is nearly identical to Wee's purple. Yeti's green is different from Wee's blue, and is probably better. Yeti has a helpful orange, while Wee doesn't have any. On paper, Yeti seems winning, but we don't see him at all, while Wee is in the majority of the decks. Why? Because Wee's skills do at least twice more damage with the identical items/runes.
And that's applied to nearly all of the oldest heroes: Yeti, Understudy, Centaur, Storm Drake, Frosty, Dust, etc. Most of them are not bad by themselves, they're bad because newer heroes were made with better scaling in their skills. Dracul lasted a bit longer, but because he had a complete revamp in 2.6.
And we haven't had a single attempt to fix that issue for an year.
