With the grinding to a halt that the change of creative control to Japan entails, my read on the community reaction is that this is exactly what should be done.
You've already mentioned that Japan is contemplating either O9 or New Color X (the latter of which was the overwhelming preference of that thread's respondents so I hope that gets to the powers that be) as part of a holding pattern until they decide what comes next. So since there's no consensus on where the game is going and no timetable for when one appears likely, then this is precisely the moment to make those teardowns.
Look at the devotion of this community, the passion of the players who legit want this game to be as great as it can be and the sheer volume of people who once thought that way who don't play anymore after one too many failed fixes. If you had the power right here right now to say 'only one new chapter for the next six months but at the end of that you'll get an update that will eliminate 99% of all glitches and stabilize the base code for the next three year's worth of content', I'd bet 99% of players would take that trade in a heartbeat.
Stop fixing symptoms of the real problem and address the source. If that means a major rebuild, so be it. The players will support you on this. Now, while the game is in stasis, is the unique opportunity to get it right going forward. I hope you can convince the Japanese office to take it.
